Absolutely not. One of my USMC MOS was 1371, Combat Engineer. The 2nd Combat Engineer Battalion School at Marine Corps Base, Camp Lejeune, N. Carolina will teach you what is required for this military occupational specialty as an enlisted man. However it would be beneficial to get your degree and go to Officers Candidate School, upon successful completion you would be a Commissioned Officer.

not at all. combat engineer is a standered MOS. high school only. its not really engineering, mostly its mine removal and ditch diging, emplacing obstacles that kind of thing. if you want to build things look more at the CBs, seabees, navy construction battalions.
