It depends a lot on the method of teaching, the characteristics of the learner, how often you study, how much you study at a time, the conditions in which the learner is living, and so forth. There is no one perfect answer to this question.

There’s really no “average” for learning languages fluently because of the many factors involved: i.e., the age of the learner, whether the learner is in the country of the subject language, how much one studies, etc.

However, if you want to know how SHORT it COULD take for an adult to the point of even being able to give a speech in the language, it could only take as little as 2 years of concentrated studying. That means almost completely being immersed in the language, the environment, etc. For youths and children, the process could be 1 year or a few months.

Best wishes.

Good question. I think there are several factors here. First, it depends on how you define fluency. Do you mean fluent enough to get around in a foreign country or fluent enough to carry on intellectual conversations? There is a difference.

It also depends on how old one is. They say little kids have a great ability to pick up on languages, so if a child's parent(s) speaks a foreign language to him/her on a regular basis, the child would most likely become fluent at a young age.

Another factor is whether you are learning a language in your own country or in the country where it is spoken. Naturally, you will pick up the language faster in the latter case. But you can become fluent even using the language in your own country; you will just have to work at it harder.

Lastly, it simply depends on the language you are learning. If you classify all languages into categories, the more difficult ones will obviously take longer to master. For example, the Defense Language Institute offers several language programs. Students studying one of the easier languages may be at the institute less than a year. On the other hand, a harder language will require more than a year's time.

It depends! I have heard that it takes a person 7 years of living in a country where the language is spoken, and being completely immersed in the language, before they become basically fluent. However, the word "fluency" doesn't necessarily mean that you can speak/understand the language. There are native English speakers who aren't "fluent" in English!

I've been studying Spanish for 6 years, and I lived in Mexico for 6 months, but I am nowhere near being fluent. My American professors also admit that they aren't fluent! Of course, we can speak in Spanish and understand it, but we do not know the language in its many different uses (different slang for different regions, etc), so we are not fluent.
