Means a bunch of people keep adding to it and changing it. You can change it too, because the original source code is available for you to make changes and then compile it, whereupon it will then become object code (which is unchangeable).

I've posted a link to GRASS, which lets you build maps with GIS open source software. It has several versions there available for download.

This permits users to use, change, and improve the software, and to redistribute it in modified or unmodified form. It is often developed in a public, collaborative manner.
