Thank you for caring about this great symbol of our nation. I brought home two that I flew on behalf of my sons when in Iraq. They are the only things in my house that I brought back besides my memories.

The Betsey Ross (link already provided) site is very good. It's use of pictures make the legalese in Federal Code understandable. The link below is Federal Law. It's is the only law that carries no penalty.

(j) No part of the flag should ever be used as a costume or athletic
uniform. However, a flag patch may be affixed to the uniform of military
personnel, firemen, policemen, and members of patriotic organizations.
The flag represents a living country and is itself considered a living
thing. Therefore, the lapel flag pin being a replica, should be worn on
the left lapel near the heart.

(k) The flag, when it is in such condition that it is no longer a
fitting emblem for display, should be destroyed in a dignified way,
preferably by burning.

It is true that if you fly an American flag at night, there must be a light shining on the flag. When you take a flag down from the flagpole, do not let the flag touch the ground, and you should fold the flag properly. If your flag becomes tattered, turn the flag into your local American Legion or VFW chapter; they will burn the flag in a proper ceremony.

You are right about flag at night should be lite on. Proper way to retire flag is to burn it, but in a nice way. Flag is not to be used as advertisement (I think that's why Fox stopped the flag under logo in corner of news)
Although there is by Congress a proper etiquette for care of the flag, there is no actual law that can be enforced, you will not be arrested for not following flag rules

Lighting at night is not required. It is disrespectful to allow the flag to touch the ground. A flag that is no longer serviceable (torn, soiled, frayed) must be burned in a formal ceremony.

you burn an unservicable flag - most people dont know that. you fly it, always above 45 degrees. if you raise it upside down by accident, you send it all the way up, bring it all the way down and then reverse it to send it upright. an upside down flag is a distress signal. lit at night. all stae and military flags fly below it. good questions.
