No, it's Russian and it says "McDonald's".

MacDonalds. This is the cyrilic alphabet, used in Russia, Ucraine, Serbia, etc. This alphabet was created by Saint Cyril many centuries ago. It is based on greek, and it is similar to greek, but it isn't.

I think it's Russian, too.
And it says "McDonald's" since you can see its logo.
