For instance robots or the weather?

Nope. I act in a moral, ethical, compassionate fashion because it makes me happy and enriches my life, not because I'm afraid that some being, somewhere, will punish me if I don't.

I feel sorry for people whose main motivation to do/be good is fear.

Ask yourself this: if somehow tomorrow you were convinced beyond any shadow of a doubt that God didn't exist, would you change your behavior? If someone convinced me tomorrow categorically that God does exist, I wouldn't need to change mine.

"If we're to be damned, let us be damned for what we are, not what others would have us be." Or something like that.

Depends on what you mean by "higher power".

There are certain people in power who I fear might do something stupid that will affect me. If you're talking about power, as in energy, I have a healthy respect for things that could, for example, electrocute me.

Well, there are both what you'd call higher powers and natural phenomena that I respect but do not fear ie: secular law that governs the people, tornadoes, etc....

OK. If you put it that way...though I don't consider the weather to be a "higher power", I can sometimes be afraid of the weather. I have a mild tornado paranoia. (Considering I live in New England, it's sort of silly, but I have it nonetheless.)

I'd fear the guy next door if he had a gun aimed at me. I'd fear my boss if he threatened to fire me. I'd fear the weather if I were powerless against it. And I'd fear myself if I didn't live up to my standards. And I do fear death though it makes no difference.

Many atheists have higher values which they strive for, but are not afraid of.
