Of course, it totally depends on where you live & whether or not the bird is protected in the Phillipines.
Generally, I doubt it, but if you can you're going to need the req'd permits from the gov't.
You'll have better luck trying to plead your case w/the gov't if you intend to use the bird for falconry.

You probably can, but you would need a special cage, large enough to give the bird room to fly . I would not recommend letting it out while you are eating a banana, or have other small pets around.
