As a big opponent to illegal immigration in california I face many difficult choices every day. It is because of concerned people like me that the problem will alleviate. Illegal immigration is a immense problem in California and causes quite a backlash these days, not only from generally 'Anglos Americans' and other groups to latinos, but also simply from legal Mexicans who are (regrettably) looked at with increased negativity.
Many times I go to a restaurant or other business like store or carwash and I see a lot of latino (usually Mexican) workers, waiters, valet etc. I won't mind if they are legal but I fear they are mostly not these days. How can I tell? I need to know because spending money in the wrong places and people stimulates illegal immigration.
Must I ask (and believe) the owner? Do illegals have certain tattoos (3 dots)? I saw a post saying that if you shout ICE, those who scatter are illegals. Seriously i don't want to shout ICE in every restaurant. Any better way?

Actually you can not tell if a person is legal or not. There's no sign on their forehead saying I'm illegal.

I would choke on my food laughing if I were in a restaurant where someone came in and shouted ICE! That is hilarious. Think about this though, all border states are being suddenly flooded with illegals from Mexico...how could sooo many, all of the sudden be here AND legal when there is an incredible back up for those trying to come here legally? Not quite possible. Common sense says that with so many known millions of illegals being in CA alone, you probably encounter them a whole lot more than you realize you do. We have not granted any special favors to push there paperwork to the head of the line so the legality of the sudden influx is questioned with darn good reason. How can you tell? No discernable tattoos that I know of, an employer wouldn't be foolish enough to admit it (although, one was with me and that's how I knew for fact), or running around with banners advertising their illegal status. As I have learned, some of the most unlikely places hire illegals and the word just trickles down to others...then the raids happen. I have found out that way also...but after the fact.

Honestly, there are not as many illegals working in public places as you'd think. They might not make the effort to learn English, and that's why they're stuck at low end jobs such as these.
Chains definitely require legal workers, because they have too much to lose if they are exposed. I had friends who were in the process of getting their green cards and tried to work in the mean time, and no one would hire them.
Most illegal immigrants around here work as house cleaners, construction workers, or other jobs that don't deal with the public or bigger companies. Of course In agricultural areas they're hired a lot for farming as well.
If you actually want to make a difference, worry about the elected officials who let the illegal aliens stay.

Well if you talk to anyone that owns a business, most of the time they can't tell if the person is legal or not. If the job applicant shows an ID and a social security card, then they must assume that person is legal. If they question those documents, they end up getting slapped with charges of discrimination and fined by the government . If they hire them and it turns out the IDs were faked when INS raids the business, then the employer gets fined by the government. It's a no win situation for them.

Unfortunately there isn't any way for you to tell, you aren't a cop and don't have the right to ask about IDs. The best thing for the average citizen to do is to let your voice be heard by your elected officials and to keep track of what they say and do, ignore the stupid TV ads and news coverage, go right to the voting records.
Another thing that regular citizens can do is support groups like http://numbersusa.com/index and http://www.minutemanhq.com/hq/ and donate what you can to them.

The best way is for Californians to stop electing the far out leftists who ignore the law, or only enforce the laws they happen to agree with. As long as that continues you might want to invest in bumper stickers which state: Will the last American to leave California please bring the flag!
