The cheapest 38's I've seen are magtech, box of 50 for 11 bucks.
Cheapest 9mm I've seen is Aguila at 5.50 a box of 50.

They're about the same cost for bullets of the same grade. A box of 250 Remington UMC rounds, which aren't as crappy as Aguila or Wolf, will run about $55 or so. That's for either 9mm or .38 SPC. The last range I was at had a deal, a 50 pack and a handgun rental for $14. Unfortunately they hadn't once cleaned their pistols, not ever. I'd say, if you're lookng to shoot cheap, a .38SPC will be cheaper, because it takes longer to load a revolver, whereas an automatic in 9mm will likely be funner to shoot, and you'll be putting more lead downrange.

Sellier & Bellot 115gr. in the 50-ct box. But be careful if you come across the bulk boxes; known to have problems with bullet setback (where the occasional bullet is pushed too far into the case). You need to check all of the rounds in a bulk box for the proper cartridge length. The local outdoor shop sells S&B cheaper than any other 9mm Luger brand, and they typically have some of the best prices around here for most of their ammo and calibers. It cycles flawlessly through every 9mm I've ever owned. Feels hotter than most other standard power factory ammo, though it's not rated as +P. My Glocks, SIGs, M&Ps, CZs, etc., have had zero problems when I use this stuff.

In average 9mm will probably run you $7 while .38 will run $11. This is rounding to the nearest dollar minus the sales tax and is only a rough estimate based on dept. store (guess which one!) prices. It did not used to be like this when I started shooting in 1990. Back then not all police departments or prison facilities had sold off or got rid of their revolvers. Ammo is a commodity and is largely priced on volume of manufacture before any other criteria. Lately, however, the price of brass has really put a hurt on ammo makers.

Factory loas in .38 spl and 9mm Luger are cheap, about $9 per box of 50. I reload all the calibers I shoot, so I can shoot dirt cheap, about 10-12 cents a shot.

I think the 9mm is cheaper, but both are fairly economical. If you're really looking for an old fashioned fix all, shoot the .38. You can shoot .38s to your heart's content with a .357 revolver for practice, then switch to the .357 Magnum loads for hunting or serious shooting (that Magnum and 9mm kick, by the way).

Generally 9x19mm, 9mm NATO, 9mm Luger, 9mm willl be the cheapest to shoot.
9mm is the most popular round in the world.
Followed only by .22lrrf, and 7.62x39mmM43
Expect $100-$150 for a thousand (1000) for 115gr fmj ammo

My range has Winchester 115gr fmj 9mm ammo for 80 bucks for 500 rounds.
A 500 round case of 38spc Winchester 158gr. fmj ammo will cost you about 140 bucks.
