Well this can be tricky. I can be a solenoid/actuator stuck or it can be mechanical. Not including any other tcm problem.Have you tried to take the linkage/cable off the transfer case and manually see if the it comes out of 4low?

If you tried out the 4wd on dry pavement, the lack of wheel slippage is likely not allowing your 4wd system to unlock. Drive the vehicle on a grassy or gravelly area and put it into 2wd and then put vehicle in reverse and back up with a fairly high level of acceleration... of course make sure nothing is behind you. This should cause the 4wd to release.

Do what Nigel M says,it has to be rolling 2-3 mph then put tranny in neutral and shift back into 2 wd.
Same goes when shifting into 4 Low,2-3 mph, tranny in neutral, shift to low range ,put tranny back in gear.
High range in and out at any speed, not under power though

Place transmission in neutral while rolling 2-3mph, and move transfer case lever to desired position (2WD, or 4WD Hi Full Time) place transmission back into drive.

Are you putting the transmission into neutral, with the vehicle rolling, before trying to shift the transfer case?
