there is some big problems with my current employer like a possible sexual harassment lawsuit on my supervisor. the regional manager does not want me to sue, so he made me an offer i said i would consider it, he said he will try to make the offer happen and ill call you in 48 hours. he never called? its been almost a week why do you think he hasnt called back? also, can he leave me in limbo like this, i havent quit yet and they never officially fired me??

Check on the statutes of limitations. That may be what the employer is waiting for. Consult a lawyer.

I would contact the HR department right away. F them, they think your week for considering the deal. Honestly, if you offered something, and someone said they would consider you would might think they were lying and were just trying to get money. HR will put an end, and your boss is an idiot for even offering something to you to keep you quit. If you got anything in writting provide that to your HR department along with any messages or emails you recieved.

I personally would show up to work on Monday ready to start up again.

You must take the next step, since they never return your call like promised. But you must have good proof of sexual harassment, such as documentation of when it was reported, and was employer talked to and reprimanded for it. Is it on record.
Suing for sexual harassment is your word against your employer and chances are the employer will win.

Call him and get it resolved as soon as....

If you just sit and wait you are just absenting yourself from work. Don't wrong foot yourself by letting it lie.
