Yes. The Holy Spirit is the Spirit of God. The same God as the Father is. Yes, we should talk to Him. : )

The holy spirit is the comforter...when you are all alone, and pray, ask Jesus to speak to your heart, you will hear him, that small quiet voice.

no, not if they have the indwelling and infilling of the Holy Spirit he will be there and all you have to do is talk to him
I do it all the time, If I lose something, I ask him to help me find it and he does, simple things like that are so nice..........

you don't have to pray to have a conversation with him, just talk to him he will hear you.
