Does a computer up convert DVD's to 1080 i or 1080 p?

Depends on the capabilities of your graphics card and the video output of your PC.
If your graphics card supports 1920x1080p and you have a DVI out, then definitely yes.
Some TVs may even accept 1080p over VGA.
However, all HDTVs upconvert their input signal as needed to match their native resolution, so upconversion at the source is not really needed.
