of course i know the literal meaning

one of my buddy commented by photo sayin 'ur not too shabby'
and it was a good photo
was she being sarcastic, or something else?

i think she meant 'hey, u look pretty nice'

anybody got idea?

That was a compliment. Not too shabby is sorta like saying, "Hey, she cleans up pretty good."

It's just a way of saying you're really pretty without being all gushy about it.

Shabby means damaged, dirty, grubby or worn out; I would usually associate it with clothes, e.g. The tramp's clothes were pretty shabby. So if something is 'not too shabby' it means 'not too bad', i.e. pretty good. I think it's often used as an understatement, if somethings really good people say it's 'not too shabby'. Shabby clothes may be grubby or worn out. Shabby behaviour is dishonourable and without integrity. It is a much stronger word used to describe behaviour. When a night out with friends is "not shabby" it is probably rather good!

"Not too shabby" sounds like a safety compliment. It means one of the following:
1) You are ugly, but this is my insincere way of paying the compliment that is expected when somebody shows you a picture.
2) You have met the minimal acceptable standards of appearance. However, I chose these words to prevent you from mistakenly believing that I find you attractive.

In no way did it mean you are attractive enough to warrant her attention. She would have said something more committal.

means you look pretty nice and you don't look bad
i guess you can say it means you look good

yes, that could mean she thought u look nice, but you may be over analyzing it, when she says "not too shabby" she might just mean "not too shabby"
