Tulare is a long way from any beach and you are just as close to Monterey as to LA. Decide whether you want a City day or a country day and go from there. The LA beach scene is great with malibu and Venice but you have to go through the city to get there. Monterey is beautiful and not such a hasssel.

Must be a trick question....since Tulare is landlocked. NO Beaches.

Maybe one of the beaches at one of the lakes in the Sierras. But if you wanted Ocean you might want to check out the beaches around San Luis 'Obispo
