You can either stop putting down rugs or use a citrus spray to repel the cats. Mothballs and metal also work for this purpose. They'll eventually learn that you don't want them to do this behavior. The most common sense thing would be to check the litter box, clean it, keep it clean and close the bathroom door.

make sure you clean the rugs and floor completely to get rid of the smell, if there is still some scent left from the urine the cat will go there again.
If the cat isn't going in its litter box at all, start by--
-making sure the litter box is cleaned regularly (cats dont like to use filthy litter boxes
-if you have multiple cats, get every one its own box.
-keep its food away from its litter box

next you should lock it in a small room (probably your bathroom, but take the rugs out first) and leave it in there overnight with the litter box in there and put its food at the opposite corner of the bathroom. It may be smart to soak up some of its urine with a paper towel and put it in the litterbox so it will urinate where the smell is. I would do this for at least a couple of nights for it to get used to ging in the litterbox. After that you can move the box somewhere else, just make sure it knows where it is.

Take the rug out. Put in a litter box and keep putting him in it until he catches on to go there. Once the cat catches on you can move it if you have to providing he knows where the new spot is. You may have to show him this repeatedly for a while.
In the meantime, keep the rug out of the bathroom for a while.
The reason he kept urinating on the rug is that it had its smell on it and that is where a cat will go. Be patient and good luck.

Except when you are using it to take a shower/bath, remove the rug from the floor. When you wash it, put vinegar in the final rinse. That will help erase lingering cat urine odor which is an invitation to them. But with a bare floor most of the time, they will not be nearly as interested. Make sure you clean your floor well, too, so that odor is gone. A bleach solution if you can, and vinegar if you can't use the bleach. Close the bathroom door when the room is cleaned to your satisfaction. Close the cats OUT when you are showering/bathing. In other words, all temptation as well as access is stopped.

The rug backings on bathroom rugs contain an ingredient in the anti-slip rubber that smells of ammonia (basically cat pee), so they're only doing what they think it's supposed to be used for.

The smell stays on the rugs through repeated washings, so I don't know how to not get them interested unless you keep the bathroom door closed.

Try Cleaning out the litter box. Like with soap and water, really clean it. Put Fresh litter in it. And Put the litter box on ground level, Just in case the cat wont jump to it, Show your cat where the litter box is.Cats may urinate in unlikely places when stressed, such as a move, new member of the family, construction or remodeling in the house, and so on. Your veterinarian can examine your cat,and see ifan infection or blockage is present.

You need to get an enzyme cleaner to get the smell out. Washing with regular detergent will not get the urine smell out (you my not smell it but you cat can).

I have used a product called Nature's Miracle which you can get at a pet store. Depending on how bad the smell is you may need to wash them a few times.

if you could shut your bathroom door when they are upstairs then that would be good,but if your cats are like mine ,then they will do there messing during the night when they cant get out,so i will suggest that you put a cat litter box near the bathroom ,and make sure its cleaned out as often as possible to make it attractive for your cats.

the cat probably has a urinary tract infection. take it to the vet. also ask the vet what kind of litter and food will prevent this in the future. my vet told me, for instance, not to switch cat food brands frequently, because this can be a cause.
