I have a 3 year old Jack russell terrier and she's 8 1/2 pounds.
All of my neighbors have big dogs that aren't friendly with other dogs, i see dog fights here all the time. there are loose dogs everywhere and owners that just don't care (neither does the ASPCA) well when i walk my dog im worried about her getting attacked. i had a rottie/lab mix about 3 months ago that got attacked by one of my neighbors dogs and he died, i was crushed. how do i keep these dogs from attack my JRT???

There are a few things you can do. ALWAYS carry pepper spray and a cell phone with you in case of an incident. Call animal control or your local police and have the loose ones captured. If they won't do anything, you may have to become the squeaky wheel until they do something about it. And never leave your JRT outside alone and unattended.

Carry peperspray and use it.

Call the head of the ASPCA everyday and respectfully ask why their officers are doing nothing about stray dogs running lose. Go to their boss if that does not get a response. Is the ASPCA the offical animal control in your area. In my county they are not but in the next county they are contracted to run animal control. Your local ellected officals will hate hearing that your animal control is not responding especially during open community meetings when the press is present. Start with animal control and after a few days go up the chain of command. Document every conversation and ask that person who their supervisor is.

Wow! I am glad I don't live where you do! Call the police and tell them about the dogs fights & that the ASPCA refuses to help.
Then I would put my little baby in my car, take it to a safe place, like a park, and walk her, until the problem is cleared up in your neighborhood. Or else move, sounds like someplace I would hate to live! Good Luck to you and your JRT!

Try to find other places than your neighborhood to walk your dog. Carry mace and mace any dog that approaches.

Are you calling the right agency? ASPCA may not be the animal control agency in your area - they may just be a shelter organization that doesn't do enforcement. Try and see if there is a city or county animal control agency that regulates the leash law or call the police.

Keep Animal control on your speed dial. Every time you see any unleashed dog, you call them. Just keep bugging them until they clean up the mess. You may have to talk to the director. These dogs are a public nuisance, and could hurt a child. Your local congressman should be advised about this problem. If all else fails, go to the media.

Start carrying a spray bottle with a bleach/water solution. If a dog approaches in a menacing manner, spray it full in the face, aiming for the eyes. Just make sure the bottle is set to stream and make sure it works well before you go on every walk.

Did you sue the dog that killed your dog for your vet bills, etc? Doesn't your city have a leash law? I would say after having my dog killed, I would sue and start petitioning the city council to get leash laws in place before a child is killed.

If you have a yard you can put up a fence that dogs can not jump over, or you can put a litter box in the house and keep him inside.

if i were you i wouldnt walk the dog there go to another neighborhood and walk your dog or go to a public park where the dogs need to be kept on a leash
