There is no breed that fits that description. If a dog does not shed or sheds just a little, they need grooming either by being shaved as the poodles or need to be stripped like the most the terriers. No dog is going to be good with children unless the children are good with the dog. However, toy breeds are a poor choice for young children as they tend to be snappy and high strung. Working breeds are another poor choice because of the dog's high prey drive and their large size and strength.
You might want to look at a rescue Greyhound. Most shed very little, need really no grooming, and can be good with well behaved children.

ALL dogs shed.
Some breeds don't shed a lot, or just shed a little bit year round instead of blowing their coat twice a year.
Poodles and bichons shed. The hairs that shed just get caught in the coat and don't fall out all over the house. This is why they tend to get matted and need a lot of grooming.
Dogs with really short coats, not much undercoat, and don't need to be shaved, and don't shed too much are chihuahuas, short haired dachshunds, italian greyhounds, boxers, pit bulls, weimeraners, some beagles...
As for getting along with children--that will depend on the individual dog and the age of the children. Young children and tiny dogs usually don't mix. The dog can be easily hurt during play.

If a dog doesn't shed very much, it needs a way to get rid of hair! So of course it would need to be shaved every once in a while...

The basic rule with dogs is that if you do not have to have their hair trimmed/ shaved/ cut, then they shed.
Stay away from beagles and labs, neither need shaved but both shed to beat the band.
As to good with kids, a lot of that is how it is raised & trained, just stay away from the high strung smaller dogs: poodles, cocker spaniels, chihuahuas to name a few.

Weimeraners shed very, very little and for some reason they don't have that "doggie" odor. They are short-hair dogs so they don't require grooming and they are generally very good with kids. I've seen them let kids lay on them, tug their ears, etc., with nary a growl. They are also very protective of kids in their house. A friendly Weimeraner got between me and my toddler because she thought I meant to hurt my daughter.
The true non-shedding breeds like poodles, yorkies, schnauzers, and other various terriers require grooming and it can get expensive.
Draw-back to the Weimeraner is that they are high energy and require a LOT of attention as puppies. I have seen one eat a couch.
Do your research; I'm just giving you info based on my experiences.

a hairless dog... but the skin care is alot of work.
All "non shedding" breeds have hair like ours that grows.. it needs brushed daily, and/or clippered to keep it from matting.
Anything with short hair sheds.
