As long as you own it you can sell it. The registration is just a permit to use on the road.

Sure, but you'll have to have it towed to the dealership since you can't operate it on the road without a suspended registration.

Sure.. registration just means it can not operate on the public streets.. it does not mean that you do not own it.

BUT...

be sure to disclose to the buyer that it is currently not registered .. even if it is a dealer... to avoid having them come back at you afterwards demanding the catchup fees.

its a matter of both sides being fair....

Any new owner would only need the car's title signed over to them. Registration would have no impact.
