i know this isnt what you want to hear, but you really should get a dog from a shelter. they are the most loyal dogs out there and you are saving a life, you can probably find either of them there if you really look.

Jack Russells are extremely energetic.
Beagles are more laid-back.
It's like comparing apples to oranges.
Read up on both breeds, and then make a decision. :)
(P.S. The best place to get a dog is a rescue. There are both Jack Russell and Beagle rescues in the USA.)

Only you can answer this question. Do lots of research on both, and spend time with both breeds. The akc website is a good place to start. Hounds and terriers are VERY different, so give this decission a lot of thought. Of course another possibility is that you'll find that another breed altogether is the best match. I agree with a previous answer that it is great to rescue a dog if you can. If you go through a rescue group you may be able to learn a lot about an individual dog from his or her foster family. Good luck!!

Those are two VERY different breeds!
Beagles are stubborn and heavy boned.
They are VERY intelligent but resist training because of their strong will. Beagles can easily become overweight with lack of mental and physical stimulation. Beagles are terribly overbred so it is difficult to find a truly reputable breeder. They are prone to multiple genetic disorders. You can find thousands of needy Beagles at your local shelter or rescue group.
Jack Russells are pure terriers with super high energy and high prey drive. They love to chase, run, jump, bounce, bark, and be rowdy. They are more easily trained but need a strong leader as their master. JRT's LOVE earthdog activities as well as racing other Terriers. They will fetch a ball time and time again. JRT's are not as terribly overbred as Beagles, but some breeders do not do necessary health certs and so they can be prone to some pretty nasty genetic disorders.
Both breeds shed year round and both breeds can endure long hikes.
Beagles will be lazy if you neglect them, but their health will suffer.
JRT's hate to be lazy so they will annoy you to no end if you DO ignore them. If you do not properly train either of these breeds and provide ample mental and physical stimulaiton, they will wreak havoc on you, your family, your backyard, and your home.
Phew, I hope this is enough!
My rescued Parson Russell Terrier is a joy to have around. I would never want another Terrier type dog except for Russell's, but he is such a cool dog. He loves agility, earthdog, and Terrier racing and does very well in both.
If a Beagle is right for you, a JRT is probably NOT. And vice versa.

An adult puppy or cat/kitten from a shelter would be good for you. Some adult dogs are already used to cats&other dogs, where as you have to start from scratch with a puppy
Why not get your mum&to go down to some shelter or pounds and let your choose from the adults dogs make great pets and alot calmer Make sure you pick 1 that suits your lifestyle.
there are many other breeds but don't buy on looks along or favorite breed alone, buy only one that suits your lifestyle.
Never EVER buy from a petstore!
Pets can have there paper forge!
kittens need 4 meals aday
Where as Adult only need 2

See what you can find in your local shelters. You might be suprised as there are some very good dogs that may be a little older and easier to house break.
