Size.

Minis are 11 pounds and under when full grown.

Standards are usually 16-32 pounds.

They can both work. There is actually a third size of Dachshund, the Rabbit Dachshund, which is smaller than the mini, and all three sizes are used for different working tasks.

In Germany and other countries, the three sizes are determined by the circumference of their chest, since they're a working breed expected to go into tunnels.

Cleoppa has the facts right - the 3 sizes in Germany are actually the standard (to hunt badger), the zwerk (dwarf)( to hunt fox) and the kanninschentekkel (mini) (to hunt rabbit) and it goes by chest size, not weight.

The really tiny ones are called narcissustekkel, but are not encouraged or favored as breeding a prey dog down like that just for small size or looks is detrimental to the breed.

All the different mutations in color are not much favored by good breeders here or especially in Germany, it dilutes the breed standard and introduces a lot of harmful genetic mutations.

Frankly, most breeders in the U.S. breed to get cutesy dogs, small with "exotic" coat patterns - terrible thing to do to a dachshund - temperament and drive to do what they are supposed to do is far more important. Dachshund are NOT lap dogs, never should be be bred with that goal in mind.

A mini is smaller than a standard. The standards are usually about 14-19 inches tall and weigh about 14-22 lbs. The minis are up to 14 inches tall and weigh about 7-10 lbs, usually about 9.

purely as bonzie suggested length is the only distinction. one became bred to pass into larger badger holes the different became breed to pass into smaller shall we say rabbit holes. the in many cases happening does not have the potential to pass into smaller holes like the miniature became bred to do.

The breed standard is exactly the same. Only difference is the size.
