Airliners with more than 44 passengers must be demonstrated to be evacuated at maximum seating capacity, and the required number of crewmembers for the simulated condition within 90 seconds according to 14 CFR 25.803 and Part 25 Appendix J In the US and under the same section numbers in JAR for Europe.

The second link to Appendix J lists the requirements of the test. Among them are limitations on age, and required obstacles to hinder evacuation. Check the link for the full set of conditions.

The third reference link is a video of the certification test for the Airbus A380 in March 2006. 873 people were successfully evacuated in 77 seconds.

I am aircraft rescue fire fighter, and from experience you have AT THE MOST, 90 seconds to get out of the aircraft IF its burning. After that the smoke and fumes will overwhelm you. Even wearing the aluminum suit and other gear, the smoke can get to some and they get freaked out and then weeded out.

Regardless of it's size? That rule does not exist.
