The next day Phil Mickelson played out of the same water but before he did he traded shoes with his caddy (something that he approved with the rules official behorehand). I assume that rule would apply to The rest of his clothes as well as long as he didn't hold up play too much. So to me, that means that he can wear anything he or his caddy brought. I don't think he could stop at the proshop to buy something new though.

Woody "aquaman" Austin took a dive at the 14th that short par 4 , if i remember correctly. It is legal to change clothes but most tour players carry a rain suit and thats what they wear if they need to play a ball in the water. Kind of like phil michelson changing shoes with him caddy in wet places. Then the players can just take off the rain suit

Yeah they can. As a previous answer, yes most guys do cary a rain suit but in other cases.. they have the player go to the closest restroom (weither its the clubhouse or one of 3 or 4 on the course). They always figure out a way to let them change..

There are no rules about changing clothes because your clothing isn't considered equipment.

It's legal, as long as he doesn't slow down play too much.
