If you don't want to go out with him, just say so. If you don't know, just say "well josh i just got here and i'd rather just make some friends, so how about we be friends" and see where it goes from there. And if he's a freak or something, just say no!

Well tell him you want to get to know him first, and then after you do, you could go out with him if you like him. But if you don't know him, I don't recommend saying yes. Get to know him first.
