My boyf proposed years back and I said no because it didnt feel right at the time. Now the times right I would love to marry him but he now says he doesnt believe in it and he doesnt need a piece of paper to show his love. I am gutted to say the least. He was all for it and now he s changed his mind just like that. Could it be he hasnt forgiven me for saying no the first time?

It is possible. He obviously believed in it at one time and now to not "believe in" it is pretty far-fetched. It is likely that he is saying no to you to get back at you for "rejecting" him before. That's most likely how he felt, was rejected and that can be very traumatic. Talk this through with him until you can both be comfortable with whatever you decide. Telling him that you just didn't feel right about the timing before might be a good way to start. Good Luck!

Some men are afraid of commitment (not to mention growing up). You should have taken him up on it right from the get go. Now, he has changed his way of thinking, and you may as well forget it, with him anyways.

Well, mine believes in it; he mostly believes that I should work and he should lay around the house just because there is a wedding ring! Be VERY careful.....the rest of your [happy] life is at stake!
