Yes, in Texas you do UNLESS there is NO FISHING EQUIPMENT aboard.
The reason is to keep the waters from being over fished, for example if 2 people are on a boat & the limit is 10 per person, and only 1 person fishes then the catch limit would be 20 since 2 persons on boat.
I rarely fish i just like to go out while my old man fishes & with me along he can legally catch the limit of 2 people.
He won't take me or anyone else out unless we are all licensed.
We remove all gear when taking the little ones out for a spin.

I beleive that if you are fishing on a boat you need a license, unless the boat has a master leicense, like a charter boat or a party boat. Look on the following link, under " you do not need a lciese if you are :". If you are not on that list, then you need a lciense.

if you pick up a pole (wether or not you keep em) you will need a license sorry it's the rules. HOWEVER most states sell a 1-3 day license at a reduced cost.

in case you very own into the lake this is going to likely be criminal, yet once you in basic terms very own the dry land you'll want a license in maximum states. As for Tennessee rules, I have not any concept what hill billy's think of!

As long as you don't touch a fishing pole. Even if it isn't in the water you don't need a license
