You can use a 'remote desktop' application.

If you are running Windows XP Professional (or Vista), use the remote desktop program included with it:

http://www.microsoft.com/windowsxp/using/networking/expert/northrup_03may16.mspx

If you are running Mac you can use Apple's Remote Desktop:

http://www.apple.com/remotedesktop/

AND

Enable Remote Login in the sharing menu of System Preferences.

However if you are not lucky enough to have either and have Windows XP Home Edition you can download Microsoft's 'Remote Desktop' Here:

http://www.softpedia.com/get/Internet/Remote-Utils/Microsoft-Windows-XP-Remote-Desktop-Connection-Software.shtml

There a variety of other applications out there and they all cost a lot of money.

REMEMBER: You need to enable your computer to do this.
The most of the time your computer will have a unique web address and all you have to do (once 'Remote Desktop' is enabled) is type it into your web browser.

Good Luck!

If you mean "how can I use my computer over the Internet when I'm away from the computer?" then...

Try GoToMyPC. Probably the simplest option for most people.
http://www.gotomypc.com

If you're more ambitious...
1. Install TightVNC
http://www.tightvnc.com/
be sure to install the Java applet so you can use any browser to access your computer

2. Set up your Internet router with a DynamicDNS account so it can always be found from the Internet regardless of the IP address it might be using.

3. Modify the firewall on your router so outside requests to connect to your computer are passed to it. This site provides very useful information to make that happen...
http://www.portforward.com/

Now access your computer remotely.

For added security (should not be overlooked):
- Make sure to set up VNC so it requires a password before accepting a connection.
- Make the password non-trivial
