Ever notice how the Government really enforces law that have monetary value to them? Take for instance simple speeding, marijuana growing/use [alcohol is a drug but Gov. makes big tax money on it], taxes [like the Brown's in Illinois], but let other's slide [immigration]. Selective enforcement = how convenient.

Its hard to change it. From donations, to paid lobbyists, to the emphasis on doing things that get "your" state more jobs or more businesses or more breaks. Its a hard cycle to break.

That and those are the laws most commonly broken. you tell us to catch the rapists and murders, but in reality, most departments don't deal with murder and rape on a daily basis. Don't forget that DUI (pot) and speeding can KILL and kill more people than murderers.
An estimated 17,034 persons were murdered nationwide in 2006. where as in 2006, 42,642 were killed in traffic related deaths. that is about 2.5 times the deaths from traffic accidents. So by logic, we should spend 2.5 more time on traffic and other enforcement than murders. And how in God's name can I investigate a murder that does not happen in my jurisdiction? Some places have NEVER had a murder or rape? so should they just sit back and do nothing? no, they should enforce the laws that are most commonly broken.
How convenient. My statement is based on facts, not crack pot theories.

Is that why they went after John Gotti, corrupt public officals, domestic terrorists, bank robbers, child molesters, violaters of the Constitution, Bill Clinton and Richard Nixon, government contractors who cheat the government? I still could go on.

You betcha! Nothing like revenue to feed the machine! ...Just wait till the tracking devices in our cars start sending you a speeding ticket in the mail! (Don't you think for a minute they're not working it out right now.)
