Anarchy. Despite UN involvement and a peace agreement, there are still various armies of thugs going around fighting other armies of thugs. One of those is a group of Salafist Jihadists who share the same ideas and goals as Al Queda.
Some of their leadership has been killed or captured. You don't hear or see much about it because CNN, Fox News and MSNBC don't have any cameras or reporters there. The capital of Mogadishu doesn't have any four star hotels with a bar.

The simple fact is that there is no government in Somalia. After the collapse of the central government the country split into rival factions that have been at more or less constant war for the past twenty years. In the 1990's UN forces, and American Special Forces were deployed to Somalia to bring order out of disorder. In the quest to eliminate insurgents, special forces won the battle, but lost the war. (Black Hawk Down is a good movie, but the book is better.) After the troops were gone more disorder. Then a fundamental government was set up and overran most of the country. (While ignoring the gov. in exile) Several neighbors intervened and invaded Somalia to prevent another Afghanistan. And that is where things are today. Stuff is broken, there is no real order, and pirates take pot shots at passing ships.
