Well, handicapped people have a right to park in those places. They are who those spaces are made for, so it's irrational to get mad at them for parking there. Though I'm sure that is not what you meant.

Honestly, I don't pay any attention to this. I'm sure a lot of people park illegally in these spaces. But when I go somewhere, I don't even think to check the spaces to make sure that everyone in the handicapped spots have tags to park there.

No, unless the person is not handicapped. But how can we be sure if the person is not handicapped.

A person parking on a Handicapped only space, who walks out of the vehicle without physical hindrances, can still be handicapped.... IN THE BRAIN! harharhar

(or maybe the person wants to become one...)

Only if they don't have a license to do so, or a temporary hanging device for use of the space. By the by, for your information, some people may look like they don't need to use the space and have the proper tags. I have a friend who has breathing problems and has tags. Unless she walks a longer distance in the heat or humidity, you can't tell by looking that she has a disability. When the weather is okay for her to do so, she parks elsewhere.

It depends on the number of available spaces. If there is only one handicapped space, then yes. If there are like 5 empty spaces, then I really don't care. I just know I ain't gon' risk a hefty fine and park in one.
