It's Spanish, and it's kind of an informal attention-getting greeting. It's the equivalent of "Hey, how's it going?"

EDIT: As Einstein mentioned above, it can mean "Listen to how it goes". I just did a lyrics search, and the full line is "Oye como va mi ritmo". This would mean, "Listen to how it goes, my rhythm." That makes sense.

It's spanish, and I know for sure that it means "Hey, how's it going?" To say anything else, the question is too short. Trust me, I've been speaking spanish since age 5. You can't translate it directly, it makes no sense.

Edit: It depends on what context your using it. Oye can mean "listen", or "hey". So it can mean "Listen to how it goes."

¡Oye como va! potential: -whats up , the way you doing! -whats up . what´s up! it somewhat is an spanish expression used especially between acquaintances for saying : hi! it is not respectfull , so which you will´t say it to all of us ... only your friends or little ones ... by no potential with previous persons because of the fact which would be al little bit disrespectful.. wish this show you how to! ;)

I believe its more like the english phrase "Cross the path when we come to it"
