i have vista and have heard people talking about a new version sp1 i think will i have to pay for this?

SP1 is due to comeout at the end of this month. Service Pack 1 is free from windows update uppon release.

Vista SP1, will be available as a free download from the official Microsoft download site.

just make sure automatic update is on and you will get the sp1 when it comes out automatically

No. Both service packs (sp) for XP were free.
