Psalm 91 states:
If you make the Most High your dwelling - even the LORD, who is my refuge - then no harm will befall you, no disaster will come near your tent. For he will command his angels concerning you to guard you in all your ways; they will lift you up in their hands, so that you will not strike your foot against a stone. You will tread upon the lion and the cobra; you will trample the great lion and the serpent.

Do you know of any Bible characters who faced fears and experienced God's deliverance from them?

This, probably written by David, may well refer to this:

1Sa 17:34-36
34. But David said to Saul, "Your servant was tending his father's sheep. When a lion or a bear came and took a lamb from the flock,
35. I went out after him and attacked him, and rescued it from his mouth; and when he rose up against me, I seized him by his beard and struck him and killed him.
36. "Your servant has killed both the lion and the bear; and this uncircumcised Philistine will be like one of them, since he has taunted the armies of the living God."

Of course, the list is huge, but here are some of the better-known examples (more or less in the same order as the books of the bible)
Noah
Abraham
Isaac
Jacob
Joseph
Moses
all Israel
Joshua
just about all of the Judges - great stories, mostly short
Ruth
Caleb
Saul
David (especially)
Hezekiah
Elijah
Elisha
Ezra
Esther (another really good example)
Job
Daniel and the 3 children - another really good example
Jonah
Jesus (delivered on the 3rd day!)
Peter
Paul

Thinking about the word of God...I believe many..if not most of the saints had to face fear at one time or another.
The angels, when they appeared always told them "fear not". Even in psalms 23 Yea, though I walk through the valley of the shadow of death, I will fear no evil: for thou art with me; thy rod and thy staff they comfort me.
Fear brings torment. That is why the Lord has brought us an answer to fear:

1Jo 4:18
There is no fear in love; but perfect love casteth out fear: because fear hath torment. He that feareth is not made perfect in love.
When the love of God is fully developed in our lives..fear cannot rule over us.

This is generally applied to Jesus, Satan quoted this to him, when on the top of the temple Satan tempted the Lord to jump off saying the angels would catch him, but Our Lord responded saying, It is also written do not temp our God.
