How do i resize my photo from 320x320 pixels to 240x 320 pixels?

How do I change my photo from 320x320 pixels to 240x 320 pixels.My system is using windows 2000.I dont know how to go about it.how do resize my photo to fit in the visa lottery programme for 2009

open it in paint and resize it and save it in a new name

Use windows picture manager. Edit the photo then go to resize.

I would open it in paint or photoshop if you have it then find the resize function then save your image under a new name.
