The ideal person has to have fair skin but dark hair.
It doesn't work for fair hair.
I have tried all the methods none of them work 100%.

I don't know the answer to your question about skin cancer but I do know about the fair hair. The laser will not remove fair hair. The laser works by triggering on the melanin (the pigment that gives color to skin & hair) in the hair. The darker the hair is the better the results will be. The only permanent hair removal system that I know of that will remove fair hair is electrolysis. It is also much cheaper than laser hair removal.

Not heard of this one, but that doesn't mean it's not possible.

Skin cancer is generally caused by exposure to ultra violet radiation.

Laser is a red light, i.e. at the opposite end of the visible light spectrum, so I would doubt that it is a problem.

Check with your dermatologist or oncologist who treated the basal cell cancer.
