Yes.

Assuming your visit is as a tourist only, you could use the waiver system, this allows a 90 day stay, but if you are refused entry you have real problems.

Safer would be to apply for a tourist visa before you go. If it's refused you save yourself a lot of problems and money. It it's granted you get a longer stay and no problems.

If you're refused entry you will NOT get a refund of the air-fare.
