Never would I say it, if I didn't mean it. Granted today the term is lost. No one really stops to define "love", not even in their own mind. So if one doesn't know it's definition, it's easy to throw down as casual as a how-de-do. (redneck hello) As for me I know what it means, at least for myself. I use it allot and it has substance. I truly love my family and friends. I even would go so far as to say I love a few people here on "Yahoo Answers". Faceless as they are, their character and personality fit so well with mine, it's like a cog in a gear. I would really suffer loss when they move on. But, the love we get to keep! It's a parting gift. We use the experience to grow in our own character, we pull out color from their lives to enhance our own personalities! Yet, oddly enough I find it hard to relay that feeling to my internet buddies. Probably would be taken wrong!

I have to truly mean it to say it. Most of the time I'll just say I like the person very much. People say "I Love You" so much and don't really mean it. That is how feelings get hurt.

Hard to say.
I have know people who would say "I love you" for a term paper. I have also met those who refuse to say "I love you" until they know you are the one who will never leave them. It is a double edged sword. (Which way does it cut for you.)
If I had to guess I would say it is hardest to know what love is so it must be harder to say "Ilove you" when it is meant than when it is not. I know I do not use the phrase liberally. It means the world if it means anything at all.
