Yes they can. The new leg or antennae begins to grow inside the shell of the other leg. When the crab molts you can then see the new leg. Though as someone said the first few molts it may not be at full size yet. Remember all arthropods only grow when they molt. The rest of the time they are covered by a hard 'shell' called an exoskeleton.

Yep actually a stone crab I know for a fact its against the law to break both pinchers off because it will starve to death before its arms grow back so they break one and throw the crab back thats what there suppost to do any how. lizards also can lose there tails and grow back most species of lizards anyhow
