Look up the particular law ( legislation/statute) there is generally a section called interpretation - this section explains the intent of the particular piece of law and may give examples. It is usually written in plain english. Also it may be useful to have a good legal dictionary.

Many websites managed by the jurisdiction responsibile for enforcing the law may have a correpsonding link frequently asked questions (FAQ) look at this link because it is always written in plain language.

Read the law according to what the words mean in the simplest terms. If there is no clear message, read the law according to the intent of the law, reference to a general law or as related to what the law is supposed to serve in favor of the people.
