If you are giving a plant with a root that the person is going to plant, and you are leaning toward roses, make it an orange rose, something different, not the same old same old.

Ask his mom what his grandmother grew that he liked as a kid. This will show a deeper more personal connection than a red rose would. On the other hand, if you think he might be clueless, and some men are, and if you think you might end up somewhat quiet about this, then a red rose has the biiig benefit of being, well, obvious.
Finally, I'm a guy and I have to say this: the most romantic gift is something the recipient really wants. You sure he wants a flower and not just a video game? Men don't think like women do.

I don't think that there is another flower that stands as a symbol for romance like a red rose. Just look around at Valentines Day. Red roses are advertised most everywhere, and most of the Valentines Day cards have red roses pictured on them. The only thing that would be more romantic is if there were a flower with some special significance to the two of you for some personal reason. Like pretend if you had a spring picnic surrounded by daffodil fields or something that would bring a special memory back for that person. Other than that a red rose is #1.

Romance is a moveable feast (read Hemingway's A Moveable Feast). For a flower, or anything else, to be romantic it has to say "I was thinking just of you" to the person you are giving it to. Perhaps that is why flowers are romantic. They are beautiful, short-lived, and have to be specially selected and given.
Pick a wild flower for your lover during a walk in the park. A year later, give them a bouquet of the same flower, telling them you remembered that special time, and it could be ragweed, the type of flower would not matter. Pick flowers of a favorite color, or give some flowers when there is no special occasion and the feelings would be the same.
To answer your actual question, I like snapdragons and carnations of the prettiest color available and that are fresh. Those last a long time after they are received.

Their favorite. Have a friend of yours ask him then report back to you.
How about a bouquet of wild flowers you picked yourself. Better yet a live flowering plant. Every time it blooms, he'll think of you. Orchids are nice, desert rose, even the lowly kalanchoe reblooms.

Well for a guy, I would say the sunflower. It means I adore you. Its a beautiful flower, has a great meaning, and its manly enough to give to a guy.
