My ex-husband signed a hodge-podge contract with me promising to continue promoting our music business and professional and personal services of video editing. He has done none of this. In fact, he said during a deposition that he never had any intention of fulfilling the terms of the contract. Yet he signed it and there is a damage clause of $12,000 a year until the year 2060 to be paid to me. How can this be settled? Can he be sued for fraud?

According to the info you provided - it seems as if this arrangement is extremely one-sided. In order to enforce a contract - there needs to be fair & reasonable consideration for both parties. (ex. your typical run of the mill lease agreements)

It isn't clear what your ex-husband is suppose to gain from this agreement.

As far as fraud is concerned - he could claim he signed your contract under duress. If I were his attorney, I would definitely explore that option. Because I don't understand why someone of any reasonable intelligence would ever agree to such a one-sided agreement.

File a case of mandamus in court to order your ex-husband to fullfill the obligations on the contract. In case of non-fullfillment, file an action to implement the damage clause so that he will be ordered by the court to pay the fines.
