use trigonometry:
shadow is the adjacent side, so use tan
i.e.
tan35 = O/21
21tan35 = O ( O is the opposite side, and the height of the building)
it gives a height of: 14.7m

H = 21 tan 35 = 14.704 m

tan 35° = h / 21
h = 21 tan 35°
h = 14.7 m
