Karma can be strange. Most likely she would come back as one of the other characters in the Wizard of Oz. She might come back as the Scarecrow, and be pinned on a stick. She might come back as Dorothy and be torn up over always being in trouble. She might come back as the Tin Man and rust solid. She might come back as the Lion and be a failure and a coward. She would then "meet herself." A witch who was just as bad as she had been would hunt her down, and make her life an utter misery. She would then have to "kill herself" (or her former self, as it were.) Then the karma would be paid.
The purpose of reincarnation is not to punish us for wrongful deeds, but to let us know how other people felt being around us. Then we understand how our actions affected others. And no, we don't always have the same personality. We can be very wicked in one life, then surpisingly good in just the next one. Go figure.

The witch tries to set Scarecrow alight together with her lighted broom. Dorothy is displeased via this act of needed cruelty and throws a bucket of water over Scarecrow to extinguish the flames. The witch reports a great allergic reaction and shrivels as much as no longer something. i'm nevertheless at a loss for words at precisely why they had have a bucket of water, labelled hearth, on the exterior of a stone castle in spite of the shown fact that. perhaps in oz..even the stones burn! in spite of the shown fact that there's no genuine information suggesting as plenty.

I think the wicked witch came back as Dick Cheney. She changed her sex ... but she's still cold hearted, wicked & mean.

She came back as a block of ice in the Sahara Desert, so she would have to relive her death over and over for eternity.
