Truly, what I would do is poke fun of them , if I stumbled across this. My view would not change. If this is someone I care about, I would make a joke and then ask,"what are you talking about?"
I might get an answer of "Nothing."
But then again I might find out my loved one is struggling with a situation, and was verbalizing out loud, and by themselves.
Everyone is a little crazy, sweetie!

You are a kind and caring friend.
It would help to know your relationship to this someone. And if you heard what they were saying, also, and with what sort of expression and feeling. Because you don't want to say they are crazy if they are just rehearsing something or praying. Or just working something out, out loud. Maybe it is a habit, a way of dealing with anxiety.
BUT, if they seem disturbed and have other odd behaviors -like thinking that others are talking about them, plotting against them, thinking that they are in communication with the FBI or the CIA or aliens, seeing things that are not there or hearing voices, especially hearing voices that are urging them to harm themselves - you need to consult a professional counselor or psychologist for help. Now. If they seem depressed or overly anxious, have other behavior changes, get help now.
You could ask them, in a way that is least embarrassing to you both. You might gently say, "Can i talk to you about something, in private? I accidentally saw you talking to someone, and there was no one there, can you tell me what that's about?" Be as loving and positive and caring as yu possibly can when you say these things. If they get defensive, tell them you were only concerned, and that you would be happy to help if there is something they need to talk about. Unless you think the person is really troubled, keep it confidential.
My view of this person would change in that I would now have a new concern for this person. I would try to see about helping them, if they needed it. If they just have a funny habit, I would continue to like them the same as before, and accept that we all have funny habits of some type.
My beloved talks to himself sometimes. It is a habit, he spills over, he is intense. But dear and loving and mostly happy.

That's the only time to talk to yourself, when you are alone. It was a private conversation and you were eaves dropping. I live alone and find time to talk to me, the critters... especially the birds and I don't think I am crazy. I wonder if there is anyone else that does? I always thought it was thinking to myself but out loud? I hope I am not crazy? Am I? Maybe it;s just because I am a gemini?

When I worked in a card shop, People used to come up to me and ask me what was wrong? I was always talking to myself because it was so hard to figure out where the cards go.
Now 2007? I still talk to myself. Except this time I am having conversations with dead people, or people in my neighborhood(living). And I actually hear their voices just as one would use their voice verbally.
In regards to your problem...what is the problem?
If it really bothers you go talk to that person and tell them what you observe but what ever you do DO NOT talk to them in a consending voice (talk down to them - make fun of them, make a joke while talking to them) They may be stressed out or just having a conversation witha neighbor.
Just talk to them that is usually the best medicine. Just talking and listening.

In reality it wouldn't make a difference.
Some people with anxiety or similar problems tend to think out loud and that is no more dangerous than the ones who don't; but I have to admit that many people think them crazy and avoid them, just to be on the safe side.
Mental disorders aren't yet very accepted in our society; they need to educate children in schools about mental and physical handiccaps.

Heavens. Most people talk to themselves when they are alone. I hardly put this down as 'crazy". Sometimes talking to yourself is the best person you will talk to all day.
