Watch "5 Centimeters per Second" only 3 episodes, great drama and new. I was crying.
Also for drama, check out samurai X: Trust and betrayal (Ruroni Kenshin OVA). One of the best anime ever produced.

Watch an OVA called "VOICES OF A DISTANT STAR". It's really sad.
And check out Blood+. Despite the fact that this anime involves "vampires", it's not at all very dark or gothic-like. It actually touches upon a few issues regarding existence, humanity, life, death, family, friends, love, war, sacrifice, loss, and much more. When you put all that together, you get an incredibly dramatic and sad anime.
The "vampires" that they have in this anime aren't the ones you would typically think of. The romance in this one is a bit more subtle in this one, but trust me, it IS there, and it will only get more complicated as the anime progresses, as more characters find themselves "getting bitten by the love bug". There's a lot of action and blood (hence the title), but I don't think it's anything you couldn't handle.
I'll warn you now, however. The ending to the series is really SAD. I'm pretty sure you WILL cry. It's a good ending, but what makes it sad is what everyone had to go through to get there. This is one of the best series out there that is fairly recent. SO GO CHECK IT OUT NOW!

Both of these have been already mentioned, but they warrant me stressing how good they are. Kanon 2006 is one of the greatest romance anime ever created, and every single arc in the 24 episodes are incredible sad. Air is shorter, and not quite as good as Kanon, but still is amazing and is plenty sad.

Some others to watch would be Romeo x Juliet (for obvious reasons), and Saikano. Saikano has some Sci-fi elements in the mix, but it revolves around romance, and you can't argue that it isn't sad.

one of the best romance animes that has 1 sad ep is zero no tsukaima. a sad one is kanon. another sad one (really sad!) is rumbling hearts
