Here is my best guess. Just so you don't think you're doing my homework. I am looking for confirmation of my answer.

yes... rearrange the quadratic...

(s-1) = (r-3)^2 ... the dependent variable is s.

it has the vertex at (3,1)... and it is concave upward...
it is similar to the graph of y=x^2 ... but with the vertex translated.

I'm assuming you want s as the independent?
s = (r-3)^2 + 1
so it's the graph of r^2 translated 1 unit up and 3 units right

r is horizontal axis
s is vertical axis

s ( r ) = (r - 3) ² + 1
s ( r ) = r ² - 6 r + 10
s `( r ) = 2 r - 6 = 0 for turning point
r = 3 for turning point
(3,1) is a turning point. (vertex)
Cuts vertical axis at (-3)² + 1 = 10
Does not cut horizontal axis.
