She lives in my apartment complex and I see her every day pacing back and forth for an hour at a time on the balcony ( back and forth, maybe 8 feet maximum lenght). She's dressing in a burka and obviously belongs to "that" religion. She's also obviously never allowed to leave her small apartment and her only exercize is this pacing. Should I call the cops on her mean, iron-fisted husband for treating his wife like a farm animal?

As much as it may bother you to see this, unfortunatly there isn't to much you can do. This is the culture of their religion. It's the culture for the woman to "OBEY" her husband, and also for the man to dictate to the wife. Also, if you were to try to talk to her, she probably won't even speak for they are not allowed to say anything unless given permission by the husband to do so. This type of behavior may not bother her at all for it's their custom.

The only way you can call the cops on him is if you see or hear her being assaulted or witness him physically restraining her against her will. And even then, the cops might not do anything if she refuses to cooperate and press charges. There should be a domestic violence hotline in your area you can call where you might get some more tips.

The police won't do anything because she will most likely refuse to leave. "That" religion allows husbands to dictate to their wives and children how to dress, what to eat, when they can go out, etc.

No. Calling the cops will not help her, or the situation that she is in. Getting the cops involved, will not resolve the issue. Believe me, cops are of no help to anyone (but make matters worse for people).
Instead, stay out of their business, unless shes comes to you, asking for your help. Its sad to see this, due to their "religion." Please understand that not all religions are like that. We, Christians are to obey our husbands, according to the LORD's way, not our husbands. Many times, husbands of other religious faiths/ or unbelieving husbands tend to abuse their authority towards their wives, when they are not supposed to. God commande that the husband has the right to be master over his wife, but he is to rule over her with love and respect. He is to love her as much as he loves himself . .by caring for her like a loving servant. He is not to treat her like she is a slave.
I am sorry to hear this, but please do not interfere with other people's lives, if that is how they choose to live it (according to their religion). Instead, if you truly want to help, I would pray for the woman (if you know her name, would help even more), to LORD Jesus Christ, and ask Him to watch over her for you. If you truly love others, you will do this for her sake. Also, keep in mind, a "neighbor" is not referred to someone who lives next door to you, but a "neighbor" is someone who is kind to you. You will be acting as a "neighbor" to her, by doing a kind deed for her (by praying to LORD, Jesus Christ to help her). I encourage you to do this for her sake, for LORD Jesus Christ is the only One who can save her life. (as well as yours, if you choose to follow LORD, Jesus Christ and have Him be part of your life, as a Christian).
