The dress must be at least cocktail length or longer. I would really like to impress the guest.

Look at bridal stores, prom stores, and online.
Do not get a 'fluffy' one - go a bit more sophisticated [ think Oscars, Emmys - but should be able to dance in it.
[ Suggest not black - way too many people wear it because it is 'safe' and then you lose them in the crowd. ]
If hair is up, wear drop/chandelier earrings; if hair down, small studs and a pretty necklace. Add a beautiful bracelet or great ring.
Shoes should match dress if possible; or wear black, skin tone, gold, or silver pumps or strappy sandals. Bag should match dress, shoes, or even jewelry.

You can go to any bridal store, they will have formal dresses there that are appropriate for a ball. They also have clearance items so you do not have to pay full price.
