Is it a ps2, serial, usb, wireless mouse?

What operating system are you running?

Try uninstalling the mouse drivers.

Restart the computer

It should find new hardware and reinstall the drivers.

If it is a wireless mouse, it could be low batteries as the first answer stated.

Could be a bad USB connection. But if I were you, I'd start with the batteries. A mouse will behave erratically if the batteries are low.

must be that your mouse is broken, or it must be it is not plugged in. the two that or whether that's a mouse with a ball on the less than side, you will desire to take out the ball and clean out the interior the mouse and the rods that it glides on, because of the fact the rubber of the ball builds up on the interior and would furnish up or sluggish the cursor from shifting.
