but not fast enough to cut the grass ,just had it tuned up and the engine is running fast and strong,any one have any suggestions on what might be wrong ?

Agree with jube for most mowers except you say when engaged. Most walk behind have the blade attached to the crankshaft as he says, but since you say engaged it makes me think you have a blade clutch or a belt driven blade. These are only used on large commercial mowers as far as I know. If so either the belt is slipping or the clutch is worn or out of adjustment. Either way a good ( or even lousy ) mower shop should have noticed. After all more business for them.

Sounds as if the center bolt that attaches the blade to the crank shaft is loose. Take it back and have the mechanic do it right this time.
